Moldova prepares for an energy emergency: how the lights will be turned off

The Government of Moldova has developed an action plan in case of an energy emergency due to the suspension of gas transit from the Russian Federation through Ukraine. The plan identifies "vital" institutions that will not be disconnected from the power supply.

The Government of Moldova has prepared an action plan in case of the introduction of a state of emergency in the energy sector due to the future termination of the transit of Russian gas through Ukraine. On December 16, the Prime Minister of the country, Dorin Reșan, plans to address the parliament with a request to introduce a state of emergency in the energy sector. This is reported by UNN with reference to NewsMaker.

    Details

The action plan in case of emergencies in the energy sector of Moldova provides that hospitals, the airport, national television, as well as the parliament, government and the administration of the president will become "vital" institutions that cannot be disconnected from electricity.

"Critical consumers are end consumers who must be provided with electricity as a priority, depending on technical capabilities. The rest of the consumers who are not in this category are provided with electricity on equal and non-discriminatory terms, to the extent that the technical capabilities of the system operators allow. But their power grids can be disconnected in exceptional situations in the energy sector", the project states.

According to the document, the authorities will compile lists of vital institutions. These include hospitals, the National Center for Pre-Hospital Emergency Medical Care, the National Blood Transfusion Center, orphanages, kindergartens, energy facilities, dispatch centers for water, gas and heat suppliers.

The list will also include the buildings of the government, parliament, the administration of the president, the Ministry of Internal Affairs, the Ministry of Defense, the Information and Security Service, the Customs Service and the General Inspectorate for Emergency Situations. The airport, the "Railway", national television, and urban electric power supply stations will also not be left without electricity.

The government will consider the project at a meeting on December 11.

    Reminder

The Prime Minister of the country, Dorin Reșan, intends to address the parliament on December 16 with a request to introduce a state of emergency in the energy sector due to the termination of the transit agreement between Russia and Ukraine on December 31.

Moldova receives gas from Russia under a contract that is valid until the end of October 2026. Since the fall of 2022, Gazprom has limited gas supplies to 5.7 million cubic meters per day, which is much less than Moldova's consumption in the winter period. As a result, since the end of last year, all Russian gas has been sent to Transnistria, where it is used for electricity generation at the Moldavskaya GRES, and the rest for domestic needs.

At the end of November, Energy Minister Victor Parlicov met in St. Petersburg with Gazprom CEO Alexei Miller and discussed gas supplies to Moldova after the termination of transit through Ukraine. Afterwards, he reported that Gazprom is ready to supply gas to Transnistria via an alternative route in the event of the termination of transit through Ukraine. However, the Russian side made it clear that this issue is linked to the payment of the historical debt of Moldovagaz. Moldova recognizes the results of an international audit, which showed that the debt is $8.6 million. The Russian side does not agree with the conclusions.

The minister stressed that the risk of a gas crisis on the Left Bank of the Dniester remains quite real.

Pokrovsk to be cut off from gas supply from 12 December because of Russian offensive

Due to Russia’s invasion and the escalation of the situation in the city of Pokrovsk, Donetsk Oblast, natural gas supplies to the population will be cut off.

Source: Donetskoblgaz, a Donetsk Oblast gas supply regulator, on Facebook

Details: The message says that due to the escalation of the situation associated with Russia’s full-scale invasion of Ukraine, natural gas distribution in the city of Pokrovsk will be suspended from 12 December.

Donetskoblgaz stressed that in recent months, despite constant attacks and Russian offensive operations, its specialists have been doing everything possible to provide Pokrovsk residents with natural gas.

However, the situation has now escalated to such an extent that it has become extremely difficult to supply the citizens who remain in the city. The company also stressed that due to significant damage to gas pipelines and constant Russian attacks, it is impossible to deal with the consequences of combat actions in the gas distribution system and restore gas supply to customers.

Quote: "If possible, we ask Pokrovsk residents to turn off the gas taps on gas appliances and on the gas pipeline to the appliances. People from residential areas of the city are asked to turn off the shut-off device on the gas pipeline to the house."

    Background:

    • Analysts at the Institute for the Study of War (ISW) suggested in a report on 8 December that the Kremlin was likely to continue its attempts to capture the city of Pokrovsk in Donetsk Oblast, despite significant human and material losses.
    • The ISW stressed that the Russians had recently been advancing much faster than in the whole of 2023, and had not abandoned their intention to capture the entire Donetsk Oblast.
    • Back in August, Serhii Dobriak, Head of Pokrovsk City Military Administration, said that all services and facilities were working in Pokrovsk. But he predicted that they would have to stop working soon.

lukashenko said that he had “imported” more than a dozen nuclear warheads into Belarus

The self-proclaimed president of Belarus reported the importation of several dozens of nuclear warheads into the country. He emphasized that these are tactical nuclear weapons, which are 5 times more powerful than the “hazelnut” complex.

The self-proclaimed president of Belarus, Alexander Lukashenko, claims that Belarus has allegedly received more than a dozen nuclear warheads. This UNN reports with reference to BELTA.

“I brought nuclear warheads here. More than a dozen of them. Many people wrote: “Oh, it's a joke, nobody brought anything.” They did. And the fact that they (opponents – ed.) say it's a joke means they missed it. They haven't even noticed how we brought them here,” said Lukashenko.

Lukashenko made a corresponding statement, answering a question about plans to deploy the Russian Oreshnik missile system in Belarus, which is not a nuclear weapon, but has "great power".

“If nuclear weapons are used, it is a great responsibility. At least after Hiroshima, Nagasaki (the US nuclear bombing of these Japanese cities in 1945 – ed.) no one has pressed the nuclear button yet…But I warned all my enemies, 'friends' and rivals: if you step on the state border line, the response will be instant. I will not look at nuclear weapons or anything else,” the self-proclaimed president said.

According to him, Belarus agreed on this with the Russians even before they allegedly returned nuclear weapons to Belarus.

"It's not the same weapon that we gave them. There were strategic weapons there. And this is a tactical nuclear weapon. Although it is probably 5 times more powerful than this "hazel tree"," Lukashenko said.

Lukashenko asked Russian dictator Vladimir Putin to deploy new weapons systems on the territory of the country, including the Oreshnik missile system . Putin indicated that the hazel will enter service with the armed forces of the Russian Federation and Belarus in parallel.

Andriy Kovalenko, head of the Center for Countering Disinformation of the National Security and Defense Council of Ukraine, said that Russia continues information manipulationusing fear propaganda to influence the West.

The deployment of “hazelnut” in Belarus, like previous statements about nuclear weapons, is purely informational in nature and is designed to intimidate the civilian population and change public sentiment in Europe.

President’s Office insists process of Ukraine’s accession to EU and NATO is linked

The Office of the President of Ukraine does not believe that the opinion that Ukraine's accession to the EU and NATO are separate processes is reasonable.

Source: Ihor Zhovkva, Deputy Head of the Office of the President of Ukraine, during the presentation of a survey of Ukrainians on the mood of Ukrainian society in the areas of foreign policy and security

Details: The representative of the Office of the President of Ukraine insists that the option of Ukraine's withdrawal from NATO is not on the agenda, and Kyiv insists on the possibility of moving forward on this path before the end of the Russian full-scale invasion of Ukraine.

Quote from Zhovkva: "Negotiations on receiving an invitation to join NATO at this stage will continue."

Ihor Zhovkva also commented on the results of a survey, which shows that the majority of Ukrainians believe that joining NATO and the EU are not linked and that, therefore, Ukraine can join the European Union without joining the Alliance. The deputy head of the President’s Office disagreed with this opinion.

Quote from Zhovkva: "These are absolutely related issues – integration into NATO and the EU. We can talk a lot about whether it is possible to join the EU without NATO, and there are indeed countries that are members of the EU but not NATO, but obviously, this is not the case for Ukraine. We have already made sure that neutrality is unacceptable for us."

Background: Earlier, another survey showed that only 20% of Ukrainians do not believe that Ukraine will join NATO.

Mass evacuation continues in the Philippines after volcanic eruption

A powerful eruption of the Kanlaon volcano began in the Philippines, causing a mass evacuation of 87,000 people. The authorities declared a danger zone within a 6 km radius and raised the alert level to the third level.

In the central part of the Philippines, about 87 thousand people are being evacuated after a sudden and powerful eruption of the Kanlaon volcano. This is reported by the AR, according to UNN.

    Details

The eruption, which occurred on Monday, caused a huge column of ash and a pyroclastic flow — a super-hot mixture of gases, ash and debris that descended its western slopes.

Local authorities have declared a danger zone within a radius of six kilometers from the volcano. In the town of La Castellana, Negros-Occidental province, almost 47 thousand people are being evacuated. More than 6 thousand people have already been moved to evacuation centers, while others have found temporary shelter in the homes of relatives.

Philippine President Ferdinand Marcos Jr. said the government was ready to provide all necessary support to the victims, and the minister of social protection personally visited the affected region.

We are ready to support families who were evacuated outside the danger zone,

    – Marcos emphasized.

The authorities imposed a night curfew, closed schools and provided residents with masks, food and hygiene products. Air quality is also monitored due to the risk of toxic gas poisoning.

The eruption lasted almost four minutes and caused serious interruptions in transport links. At least six domestic flights were canceled, a flight to Singapore, and two local flights were diverted.

According to the Philippine Institute of Volcanology and Seismology, the alert level has been raised to third on a five-step scale. This means that the eruption can continue and be even more powerful.

Teresito Bacolkol, the country's chief volcanologist, said the eruption could have been caused by the accumulation of old volcanic materials or the rise of magma.

"This is a one — time but large eruption," he said.

Canlaon volcano, 2,435 meters high, is one of the most active in the Philippines. The last time it erupted was in June 2024, forcing hundreds of people to evacuate. In 1996, its eruption without warning claimed the lives of three tourists.

The Philippines, which is located in the Pacific Ring of fire, regularly faces earthquakes, volcanic eruptions and typhoons, making the country one of the most vulnerable to natural disasters in the world.

In November of this year, Typhoon Toraji hit the Philippines, forcing the evacuation of 2,500 villages and closing ports. This is the fourth typhoon in less than a month, with the previous three killing 159 people.
