Ukrainian Human Rights Commissioner Dmytro Lubinets has despatched letters to the Worldwide Committee of the Crimson Cross (ICRC) and the United Nations relating to the probably killing of seven civilians by Russian troops within the metropolis of Pokrovsk in Donetsk Oblast.
