An explosion was heard in Kharkiv on the morning of 25 November. A fire has been raging at the site of the attack and twenty three people have been injured.

Quote from the mayor: "An explosion has been heard in Kharkiv. Be careful! The attack hit the Kyivskyi district of the city. There is a fire at the site of the hit".
Details: Oleh Syniehubov specified that the fire broke out on one of the central streets.
"Emergency services have been sent to the site of the hit. Civilian infrastructure and cars were damaged. There are casualties, and emergency medical aid is being provided at the scene," said Syniehubov.

Update: Terekhov said the Russians hit a densely populated residential neighbourhood – the strike hit the areas surrounding the multi-storey buildings. Outbuildings and cars were on fire.
At 09:22, Syniehubov reported that firefighters had contained the fire caused by the Russian attack.

"The strike hit the ground. Three cars and the facade of a two-storey non-residential building caught fire and the windows of residential buildings were damaged," he wrote.
Syniehubov reported later that early reports indicated that the Russians had hit the city of Kharkiv with an S-400 missile.
As of 10:00, 16 people were reported to have sustained injuries.

Terekhov said the number of people injured had risen to 19. According to early estimates, 41 residential buildings have been damaged.
Syniehubov also confirmed that 13 women and 6 men aged from 21 to 71 have been injured.
Out of those people, 16 are in a moderate condition and the others have only minor injuries. A total of 13 people were taken to hospital.
The police reported that 23 people had sustained injuries as of 11:00.
