Most Ukrainians named Russian strikes as the reason for energy outages – KIIS ballot<p>Greater than 57% of Ukrainians think about Russian strikes to be the reason for energy outages, whereas 29% blame the Ukrainian authorities. The KIIS ballot was performed from November 26 to December 13, 2025.</p>
