Background:

• European Fee President Ursula von der Leyen and European Council President António Costa visited Kyiv on 24 February – the fourth anniversary of Russia's full-scale invasion of Ukraine.
• In 2023, underneath the auspices of the Council of Europe, a global Register of Injury for Ukraine was established. It’s the first part of the worldwide compensation mechanism for Ukraine.
• In December, a conference was signed establishing the Worldwide Claims Fee to allocate reparations to Ukrainians for losses and damages attributable to Russian aggression.
