PoliticsWar The US State Department has reduced the travel risks to nine regions of Ukraine, opening up new business opportunities. Monday, November 18, 2024 The US State Department has reduced the travel risks to nine regions of Ukraine, opening up new business opportunities.

As stated in the updated travel recommendations on US State Department’s website, the highest, fourth-level recommendation applies to all of Ukraine – do not travel to Ukraine at all because of the war. However, some regions are assigned lower risk due to air defense capabilities and distance from active hostilities. These are the Volyn, Lviv, Zakarpattia, Ivano-Frankivsk, Chernivtsi, Ternopil, Rivne, Khmelnytskyi and Zhytomyr regions.

As noted by the Ambassador of Ukraine to the US, Oksana Markarova, reducing the threat level significantly facilitates visits to Ukraine by representatives of businesses, organizations, and institutions.

“Together with the administration’s recent lifting of the de facto ban on American defense contractors from conducting work in Ukraine, this opens up great opportunities for the development of new business opportunities directly on the territory of Ukraine,” she noted.

PoliticsTechWar Norway will finance the production of weapons and equipment in Ukraine according to the Danish model. Monday, November 18, 2024 Norway will finance the production of weapons and equipment in Ukraine according to the Danish model.

Norway will mirror the Danish support format, which is direct financing of Ukrainian weapon and equipment production, allowing faster production and delivery of weapons to the front.

In addition, the Ministry of Defense of Ukraine announced a new format for investing in Ukrainian defense technology companies – the Norwegian model.

Estonia will send a new military aid package to Ukraine that includes naval uniforms, surveillance devices, sights, ballistic protection, and various types of ammunition. Soon, the country will open an annual support program for Estonian companies on a competitive basis, allowing Ukraine to order Estonian defense products.

Moreover, the 14 member countries of the coalition of artillery capabilities in support of Ukraine discussed the needs of Ukraine’s Armed Forces until 2027. The talks centered on the potential contributions of each participant to meet these needs, as well as the possibility of investing in the Ukrainian defense industry.

EconomyPolitics The EU is working to deploy new sanctions against the Russian shadow fleet by the end of the year; current restrictions affect less than 50% of Russian oil exports. Monday, November 18, 2024 The EU is working to deploy new sanctions against the Russian shadow fleet by the end of the year; current restrictions affect less than 50% of Russian oil exports.

According to Bloomberg, the sanctions package, which the EU plans to approve by the end of the year, will also include sanctions against those involved in this trade. Member states are still negotiating the details of the sanctions, which must be approved unanimously by the 27 member states.

The EU is also working on a broader package of sanctions, which could include further trade restrictions and higher tariffs on Russian agricultural goods. This package will be presented in January and is planned to be adopted by the symbolic date of February 24 – the third anniversary of Russia’s full-scale invasion of Ukraine. Some countries want to see trade in Russian liquefied gas in the crosshairs.

However, according to experts, the EU has not yet taken any effective action regarding the Russian shadow fleet, and the imposed sanctions have a very limited effect and generally affect only 45-47% of Russian oil exports.

FinancePolitics Ukraine will receive financial support from the World Bank, the EU, and Finland. Monday, November 18, 2024 Ukraine will receive financial support from the World Bank, the EU, and Finland.

Ukraine will obtain soft loans totaling over $1B from the World Bank and €150M from the EU. “Within the framework of this agreement, the money will be directed to the restoration of the port infrastructure and rapid reconstruction projects,” said Prime Minister Denys Shmyhal. Also, €65M will finance the free meals program for primary school students in 2025.

Meanwhile, the Administrative Council of the Council of Europe Development Bank approved €200M loan to support internally displaced persons (IDPs) in Ukraine. The funds will be used to finance payments to IDPs to ensure their social adaptation and integration into new communities. Implementation of the initiative will help provide more than two million Ukrainians with the necessary assistance, noted the Ministry of Finance.

In addition, Finland will allocate €2M for a joint environmental protection project in Ukraine designed to improve the monitoring of water and soil quality and bring these practices closer to EU standards.

PoliticsWar Olaf Scholz had a telephone conversation with President Putin. Monday, November 18, 2024 Olaf Scholz had a telephone conversation with President Putin.

German Chancellor Olaf Scholz called the Russian dictator for the first time in almost two years. The German government noted that the chancellor called on Putin to negotiate an end to the war.

President Zelenskyy immediately commented that the German government’s leader had opened a “Pandora’s box” with his actions. He added that Putin seeks to ease international isolation and conduct “normal negotiations that will not end in anything.” The Ukrainian president added, “Minsk-3 will not take place – we need real peace.”

Ukraine’s Ministry of Foreign Affairs noted that concrete, decisive actions are needed to force Putin toward peace, not persuasion, which he uses to his advantage.

British ex-prime minister Boris Johnson said that such calls threaten a return to the Normandy format, which does not correspond to modern realities because the format interprets the Russian Federation and Ukraine as equal participants, which ignores Russia’s aggression.

The Prime Minister of Poland said that Russia’s latest attack against Ukraine proves the ineffectiveness of telephone diplomacy, and that the following weeks will be decisive.

PoliticsWar The G7 countries plan to increase pressure on China over its support for Russia. Tuesday, November 26, 2024 The G7 countries plan to increase pressure on China over its support for Russia.

G7 foreign ministers, meeting in Italy on Monday and Tuesday, will pledge to act against entities in China and elsewhere that support Russia’s war machine against Ukraine. A draft communiqué seen by Bloomberg said that pressure would be stepped up before Donald Trump takes office as US president in January. The language on China, if adopted, would mark an escalation from a previous decision in April, when China was asked to “guarantee” it would end its support for Russia with dual-use weapons. The G7 allies are expected to “continue to exert significant pressure on Russia’s revenues from energy, metals, and other commodities through effective implementation of existing measures and further action against the shadow fleet. Another section of the document condemns the involvement of North Korean soldiers in the war against Ukraine. The use of North Korean soldiers “marks a dangerous escalation of the conflict,” which also raises concerns about the transfer of nuclear technology to North Korea, the draft communiqué said.

PoliticsWar Ukraine’s allies have resumed talks on a decision to send troops to Ukraine, while North Korea expands its missile production for Russia. Tuesday, November 26, 2024 Ukraine’s allies have resumed talks on a decision to send troops to Ukraine, while North Korea expands its missile production for Russia.

Europe, amid questions regarding further US support for Ukraine after Donald Trump comes to power, has resumed discussions on sending Western troops and private defense companies to Ukraine. This topic was raised on November 11 during the visit of the British Prime Minister to France. London and Paris do not rule out leading a coalition on Ukraine. “Negotiations are underway on defense cooperation, in particular, to create a hard core of allies in Europe, focused on Ukraine and European security,” writes Le Monde. When asked whether support for Ukraine could reach the point of sending ground troops, the French Foreign Minister replied: “We do not rule out any option.” Experts believe this is possible during a ceasefire: European soldiers would provide security guarantees in the region. Meanwhile, North Korea is expanding a key weapons manufacturing complex that assembles a type of short-range missile used by Russia in Ukraine, researchers at CNS have concluded, based on satellite images.

PoliticsWar The head of the European Parliament calls on Germany to transfer the Taurus to Ukraine as the Bundestag continues to debate. Tuesday, November 26, 2024 The head of the European Parliament calls on Germany to transfer the Taurus to Ukraine as the Bundestag continues to debate.

The President of the European Parliament, Roberta Metzola, called on the German government to transfer Taurus missiles to Ukraine in response to Russian aggression, as the Kremlin’s escalation of the war is alarming. However, the coalition of the Christian Democratic Union and the Christian Social Union of Germany will not vote to supply the Taurus to Ukraine, as it considers the Free Democratic Party’s proposal to put the issue to a vote in the Bundestag a populist maneuver on the eve of elections. At the same time, the bloc supports the proposal to transfer the missiles to Ukraine. The former ambassador of Ukraine to Germany, Andriy Melnyk, believes that Ukraine will receive Taurus missiles no earlier than April 2025 if the Christian Democratic Union wins the early February elections in Germany and its leader, Friedrich Merz, becomes chancellor. Earlier, Reuters wrote that the US is close to transferring JASSM cruise missiles, with a range of up to 370 kilometers, to Ukraine. Moreover, French Foreign Minister Jean-Noel Barrot said that there are no use restrictions and Ukraine is free to strike Russia using French long-range missiles.

PoliticsWar Putin may start peace talks in early 2025; analysts are divided on Trump’s position. Tuesday, November 26, 2024 Putin may start peace talks in early 2025; analysts are divided on Trump’s position.

Russia’s Soviet-era weapons stockpiles will run out by the end of 2025, so Putin may start talks early next year. However, the war will last at least another year if the negotiations do not go as the Kremlin leader would like, predicts Peter Pomerantsev, a professor at the Institute for Global Affairs at the London School of Economics. He is also convinced that US President-elect Donald Trump will only be able to hold serious peace talks with participation from the EU and the UK. The fact that Russian authorities are concerned about the economic costs of continuing the war also supports the possibility of talks commencing soon. Meanwhile, US Republican Senator Lindsey Graham called Ukraine “the richest country in Europe,” so, in his opinion, Trump is interested in Ukraine’s victory. At the same time, the WP, citing analysts, notes that Trump will likely try to reach a quick agreement with Russia, but this step threatens severe territorial losses for Ukraine and could provoke aggression from other dictatorial regimes.

PoliticsWar The G7 will continue to support Ukraine’s resistance to Russian aggression, and the Pentagon will speed up weapons delivery. Monday, November 18, 2024 The G7 will continue to support Ukraine’s resistance to Russian aggression, and the Pentagon will speed up weapons delivery.

The G7 countries will continue to provide Ukraine with the necessary assistance and support to protect it from Russian aggression for as long as necessary, the G7 leaders said in a statement.

“We are united in our joint efforts to contribute to the struggle for Ukraine’s sovereignty, freedom, independence, territorial integrity and reconstruction,” the statement declares.

The G7 leaders stress that Russia remains the only obstacle to restoring a lasting peace and confirmed their readiness to continue applying pressure on Russia through sanctions, export controls, and other measures.

In turn, the US Ministry of Defense promises to work quickly to fulfil President Biden’s commitments to increase Ukrainian support. This involves transferring all unused funds that have been authorized by Congress for Ukraine, including $5.5B under the president’s authorization to supply weapons to Ukraine from US stockpiles, before Biden’s term ends on January 20.

Pentagon deputy spokeswoman Sabrina Singh noted that the US Department of Defense will send shipments of weapons to Ukraine every week.
