Russian international minister cynically claims Russia shouldn’t be violating Budapest Memorandum

Russian Overseas Minister Sergei Lavrov has acknowledged that Moscow doesn’t contemplate its aggression in opposition to Ukraine to be a violation of the Budapest Memorandum.
